Description
CEI is a not-for-profit Georgia Electric Membership Corporation (EMC) providing wholesale power supply and scheduling services to its five distribution cooperative members: Central Georgia EMC, Excelsior EMC, Snapping Shoals EMC, Upson EMC, and Washington EMC. CEI is seeking competitive proposals from qualified suppliers for power supply resources to meet all or a portion of its capacity and energy requirements associated with incremental large load growth. The capacity need is up to 1,000 MW by 2033, driven by the continued addition and expansion of large load customers with expected load factors of approximately 70-80% at full operation following the load ramp.
This RFP is open to the resources described below that can provide at least 25 MW of capacity or firm energy delivered to the Georgia ITS as early as 2028. Sources of power supply that will be considered include, but are not limited to, existing market capacity or firm energy, new build construction, including natural gas-fired and dual-fuel generation, stand-alone battery storage, solar paired with battery storage, stand-alone utility scale solar, reciprocating internal combustion engines (“RICE” units), or other resource options. This RFP invites both short-term and long-term proposals that can address part or all of the estimated needs. Preference will be given for baseload capacity, dispatchable resources, or firm energy. In addition, proposals with a contract start date on or before December 2029 are preferred, though later start dates will be considered.
