Benton Utilities, North Little Rock Electric Department, and Paragould Municipal Utilities (“Buyers”), all located in Arkansas, are initiating a joint Request for Proposal (RFP) to separately procure services, materials, and equipment required to furnish Reciprocating Internal Combustion Engine (RICE) generators and associated equipment. The RICE units will be electrically connected to the Buyers’ distribution grids and will not require interconnection applications. The RICE generators and associated equipment shall be furnished in accordance with the Technical and Commercial requirements contained herein. The equipment procured through this RFP will be installed at five (5) separate Buyer‑owned sites, with each Buyer contracting independently for its respective scope of supply.

This RFP seeks qualified and experienced firms capable of providing reliable, utility‑grade RICE generation equipment, and related services that meet the technical, operational, and regulatory requirements of the Buyers. Each Buyer will evaluate proposals independently and will contract separately based on its individual needs, budget, and procurement policies. Selection of successful Bidder will be based upon evaluation criteria listed in Attachment D. Buyers reserve the right to select proposals based on combined overall cost of the five projects. Alternate Bids will be allowed only if Bidders submit Base Bid proposals.
