Cooperative Energy Incorporated (CEI) and Green Power EMC (GPEMC) are pleased to announce the simultaneous release of two Request for Proposals (RFPs) aimed at evaluating and securing essential power supply resources for Georgia Electric Membership Corporations (EMCs). “CEI’s Large Load Power Supply RFP” is focused on procuring nonrenewable resources, while “Green Power's Renewable RFP” seeks renewable resources. Together, these efforts aim to create a balanced portfolio that supports the diverse energy needs of Georgia’s EMCs, ensuring a comprehensive energy solution that addresses both reliability and cost-effectiveness for participating members.
CEI is facilitating power supply contracting for a group of EMCs (Large Load Group) – which currently includes Central Georgia EMC, Excelsior EMC, Snapping Shoals EMC, Washington EMC, Jackson EMC, and Walton EMC – that is focused on enabling participating EMCs to jointly serve large loads, including data centers, being sited in Georgia. CEI is seeking competitive proposals from qualified suppliers for power supply resources to meet all or a portion of its capacity and energy requirements associated with the EMC Large Load Group’s plans to serve future data center loads. The capacity need is up to 1,600 MW by 2031, resulting from large load customers with load factors expected to be potentially as high as 80 – 95% at full operation after load ramp. This RFP is open to all non-renewable wholesale power resources that can provide at least 25 MW of capacity or firm energy delivered to the Georgia ITS beginning as early as 2027.
Sources of power supply that will be considered include, but are not limited to, existing market capacity or firm energy, new build construction, including natural gas-fired generation, battery storage, or other non-renewable resource options. This RFP invites both short-term and long-term proposals that can address part or all of the estimated needs. CEI invites all interested respondents to submit a notice of intent by November 27, 2024, with bid proposals due per the submission instructions in the RFP document by 5:00PM ET, December 20, 2024.
